Corruption and waste

Perhaps you're happy to hear that corruption and waste are finally removed from the game. Note that you'll need to pay maintenance cost for every city improvment instead, and these expenses will be more for remote cities. In fact this is the same curruption expessed in other words, but now situations when you conquer a size 10 enemy city and it builds at a rate of 1 shield per turn seem to be gone forever.
